The Energy Security Pacts Act establishes multiyear agreements called Energy Security Pacts between the U.S. and partner countries to enhance energy and economic security. The Secretary of State can establish these pacts to counter economic coercion through supply chain diversification. The Office of Energy Security Pacts, led by a Director, coordinates these pacts. The Energy Security Pacts Council, chaired by the Secretary, coordinates related activities.
