The Resources To Prevent Youth Vaping Act amends the Federal Food, Drug, and Cosmetic Act to adjust user fees for tobacco products. For fiscal years 2027 and 2028, fees will only apply to certain classes of tobacco products. Starting in fiscal year 2029, fees will apply to all classes of tobacco products, with the total fees for each class determined by a formula developed by the Secretary.
