FARM Stability Act establishes a two-tiered wage rate for H-2A workers based on skill level and adjusts wages for housing value.
The FARM Stability Act amends the Immigration and Nationality Act to allow the Secretary of Labor to set a two-tiered wage rate for H-2A workers, distinguishing between entry-level and experienced workers. It also mandates an annual compensation adjustment factor to account for the value of housing provided to these workers. The adjustment factor is calculated based on the weighted statewide average of fair market rents for a 4-bedroom housing unit.
