The Recognizing Community Organizations for Veteran Engagement and Recovery Act, or RECOVER Act, directs the Secretary of Veterans Affairs to implement a three-year pilot program. This program provides grants to outpatient mental health facilities for the provision of culturally competent, evidence-based mental health care for veterans. Facilities must be non-profit organizations that have operated for at least three years. The Secretary must ensure grants are distributed evenly among rural and urban areas, and may consider the proportion of veterans historically served by the facilities.
