The Protecting Access to American Products Act establishes a process for temporarily waiving coastwise endorsement requirements when no product carrier is available. A waiver can be requested if no suitable carrier exists and a good faith effort was made to locate one. The head of an agency must respond to the waiver request within 60 days, with a denial requiring a report of findings within 14 days. If no response is given within 61 days, the waiver is automatically granted for 30 days. The waiver can be extended for at least 15 days if circumstances remain unchanged.
