S.3970

Exempts certain housing assistance for infill sites from NEPA requirements.

The Rural Housing Regulatory Relief Act exempts from the National Environmental Policy Act (NEPA) certain assistance for the construction or modification of residential housing on infill sites. This exemption applies to assistance provided under specific sections of the Housing Act of 1949. The bill defines infill sites as those served by existing infrastructure, excluding sites served only by roads, those in high-risk areas for natural disasters, and undeveloped sites.
