Expands the HOME Investment Partnerships Program to include infrastructure improvements and modify homeownership qualifications.

The HOME Expansion Act amends the Cranston-Gonzalez National Affordable Housing Act to allow participating jurisdictions to use HOME funds for infrastructure improvements, such as water and sewer lines, sidewalks, roads, and utility connections. This provision applies if the jurisdiction does not receive assistance under the Housing and Community Development Act of 1974 and the improvements are directly related to military deployment orders.
