S.3895

Federal SB3895 mandates the Federal Emergency Management Agency to revise rules for evaluating disaster assistance needs.

Federal SB3895, the Fairness in Federal Disaster Declarations Act of 2026, requires the Federal Emergency Management Agency to amend its rules for assessing the need for public and individual disaster assistance. The new rules must assign specific weighted valuations to criteria such as concentration of damages, trauma, special populations, and economic circumstances. These changes apply to any disaster for which a major disaster declaration was denied on or after January 1, 2012.
