The SAFE Act, or Security And Freedom Enhancement Act of 2026, amends the Foreign Intelligence Surveillance Act of 1978 to strengthen protections for U.S. persons whose communications are collected under Section 702. It mandates specific procedures to minimize the acquisition and retention of covered personal data, restricts querying of such data, and requires its destruction when no longer necessary. The Act also imposes limitations on the Federal Bureau of Investigation's use of certain data, including prohibiting queries for reverse targeting of U.S. persons.
