End the Vaccine Carveout Act removes the liability shield for vaccine manufacturers.

The End the Vaccine Carveout Act amends the Public Health Service Act to end the liability shield for vaccine manufacturers. Specifically, it removes the exclusion of COVID-19 vaccines from the definition of covered countermeasure and allows individuals to bring civil actions against vaccine manufacturers for vaccine-related injuries or deaths, regardless of whether they have filed a petition for compensation under the National Vaccine Injury Compensation Program.
