The Bureaucratic Limitation and Overreach Control Act, also known as the BLOCK Act, mandates that major rules, defined as those with an annual compliance cost of at least $50,000,000, cannot take effect unless Congress enacts a joint resolution of approval. If Congress fails to approve such rules within 90 days of designation, they will not be effective. Nonmajor rules, which do not meet the major rule criteria, can be disapproved by Congress through a joint resolution. If Congress does not act on a nonmajor rule within 30 days, it will not take effect.
