Federal SB3397, known as the ECCHO Act, introduces a new criminal offense for coercing children to commit harm online. This includes coercing a minor to die by suicide, kill an individual, pet, emotional support animal, service animal, or horse, or engage in any sexual activity for which a person can be charged with a criminal offense. The bill also defines "coerce" to include various forms of manipulation and "covered act" to include doxxing and swatting.
