The Keep China Out of Solar Energy Act of 2025 prohibits federal funds from being used to procure solar panels manufactured or assembled by entities in China. It also mandates the Federal Acquisition Regulatory Council to implement this prohibition in federal contracts. The Act requires the Director of the Office of Management and Budget to develop standards and guidelines for executive agencies to follow. It further mandates a study on the domestic solar panel market and supply chain. The Comptroller General must report to Congress on the procurement of solar panels from covered entities.
