REDUCE Act Responsive Energy Demand Unlocks Clean Energy Act

Introduced·11/18/25

Federal SB3192, the REDUCE Act, mandates Transmission Organizations to allow aggregators to bid in wholesale electric markets on behalf of utility.

Federal SB3192, the REDUCE Act, requires Transmission Organizations to permit aggregators of retail customers to submit bids in organized wholesale electric markets that aggregate the demand flexibility of customers from certain utilities. This provision overrides any state law or commission restrictions on who can bid in such markets. The Federal Energy Regulatory Commission must issue a rule to implement these requirements within a year of the Act's enactment.
