The CARE Act of 2025 amends title XI of the Social Security Act to require the Center for Medicare and Medicaid Innovation to test a comprehensive alternative response for emergencies model under the Medicare program. This model involves payment for emergency services provided by ground ambulance services or entities in accordance with state and local protocols. The model will be tested for five years, and the Comptroller General must submit a report to Congress four years after implementation, analyzing various aspects of Medicare beneficiaries' access to emergency medical services.
