The Ensuring Predictable and Reliable Water Deliveries Act of 2025 restricts U.S. engagement with Mexico unless Mexico fulfills its water delivery obligations under the 1944 Treaty relating to the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande. The Secretary of State must submit annual reports to Congress assessing Mexico's water deliveries and capabilities. If Mexico fails to meet its treaty obligations, the President must deny non-treaty water requests and may limit or end engagement with Mexico, except for countering drug trafficking.
