The bill allows the President to determine that title IV of the Trade Act of 1974 should no longer apply to a country, effectively extending normal trade relations to its products. This applies to any country except Belarus, Cuba, and North Korea. Once the President makes this determination, title IV ceases to apply to the specified country.
