The Health Information Privacy Reform Act mandates the Secretary of Health and Human Services to establish privacy, security, and breach notification standards for health information processed by regulated entities and service providers. These standards must be at least equivalent to existing HIPAA regulations and include the use of privacy-enhancing technologies. The Act also requires patient notifications for certain health information access and mandates a study on compensating patients for data sharing.
