The Withhold Member Pay During Shutdowns Act mandates that Members of Congress have their pay reduced if a government shutdown occurs. The payroll administrator of each House of Congress must exclude from the payments made for each Member of Congress an amount equal to one day's worth of pay for each 24-hour period the shutdown lasts during a pay period. These withheld amounts are deposited in an escrow account. The Secretary of the Treasury provides necessary assistance to the payroll administrators.
