Shutdown Fairness Act appropriates funds for pay and allowances of excepted federal employees during lapses in appropriations.

The Shutdown Fairness Act appropriates funds for pay and allowances of excepted federal employees for periods of work performed during a lapse in appropriations. It defines "excepted employee" as those deemed necessary by their agency head or performing emergency work, including contractors and active-duty military members. The act provides appropriations for fiscal year 2026 and beyond, ensuring these employees receive standard rates of pay, allowances, benefits, and other payments. Funds are charged to the applicable appropriation once regular appropriations are enacted.
