Connor's Law mandates English proficiency for commercial motor vehicle drivers.

Connor's Law amends title 49 of the United States Code to require drivers of commercial motor vehicles to demonstrate sufficient English language skills. This includes the ability to converse with the general public, understand highway traffic signs and signals, respond to official inquiries, and make entries on reports and records. Noncompliant drivers will be declared out of service by authorized enforcement officers. This change does not affect other out-of-service orders carried out under applicable federal law or the North American Standard Out-of-Service Criteria.
