The Help Federal Employees During Shutdowns Act, also known as the Help FEDS Act, amends the Social Security Act to require states to provide unemployment compensation benefits to federal employees during a government shutdown. This includes excepted federal employees performing emergency work during fiscal years 2026 or 2027. The bill mandates that states must allow these employees to apply for and receive unemployment compensation. The Secretary of the Treasury will pay states 100 percent of the total unemployment compensation provided and any additional administrative expenses.
