The Congressional Tribute to Constance Baker Motley Act of 2025 authorizes the posthumous presentation of the Congressional Gold Medal to Constance Baker Motley. Motley was a pioneering civil rights lawyer who worked with Thurgood Marshall and others to dismantle segregation. She was the only female attorney on the legal team that won the landmark desegregation case, Brown v. Board of Education. Motley was also the first African-American woman elected to the New York State Senate and the first African-American woman to serve as president of the Borough of Manhattan.
