S.2776

Amends the Justice for United States Victims of State Sponsored Terrorism Act to provide rules for payments to Havlish Settling Judgment Creditors.

The bill amends the Justice for United States Victims of State Sponsored Terrorism Act to establish rules for payments to Havlish Settling Judgment Creditors. These creditors must have an eligible claim arising from the September 11, 2001 terrorist attacks and be identified in a specific court order. The bill ensures that funds allocated to these creditors and held in escrow are released and paid to them. It also guarantees their eligibility to participate in future payment rounds, regardless of any conditional payment applications.
