The PROACTIV Artificial Intelligence Data Act of 2025 requires the Director of the National Institute of Standards and Technology to develop a voluntary framework for detecting, removing, and reporting child pornography in datasets used to train artificial intelligence systems. The framework must provide guidelines, best practices, and procedures for artificial intelligence developers and data collectors. It also limits liability for these parties if they follow the framework, except in cases of intentional misconduct, actual malice, reckless disregard, or gross negligence.
