The HEADWAY Act amends the Head Start Act to allow teachers in Early Head Start programs to teach while working towards a child development associate credential. It requires that at least one teacher per classroom has completed the credential and that additional teachers are working towards it. The Early Head Start agency must provide a mentor to oversee the teacher's progress.
