Amends buy-to-budget requirements for end items in the U.S. Code.
The Buy-to-Budget Flexibility Act modifies the buy-to-budget requirements for end items by striking certain language and subsections in Section 3069 of title 10, United States Code. Specifically, it removes the condition that a head of an agency must certify the completion of an end item and eliminates subsections (b) through (d). It also redesignates subsection (e) as subsection (b).
