S.2090

Budget Reform Act of 2025 proposes budget process changes.

The Budget Reform Act of 2025 aims to improve the budget process by implementing several reforms. It mandates the Congressional Budget Office (CBO) to publish detailed models and data used in budget estimates. The bill introduces zero-based budgeting, requiring each proposed expenditure to be justified as if it were new. It shifts the budget process to a biennial cycle, starting from fiscal year 2028. This includes the President submitting a biennial budget, Congress adopting a biennial budget resolution, and enacting biennial appropriations bills.
