The Protecting Privacy in Purchases Act prohibits payment card networks and covered entities from requiring or assigning merchant category codes that distinguish firearms retailers from general merchandise or sporting goods retailers. The Attorney General must investigate complaints and can bring an action to enjoin violations. State and local laws regulating merchant category codes for firearm retailers are preempted. The Attorney General must submit annual reports to Congress on investigations and the effectiveness of the Act.
