The MVP Act codifies value-based purchasing arrangements under Medicaid and reforms related to price reporting.

The MVP Act amends title XIX of the Social Security Act to codify value-based purchasing arrangements under the Medicaid program and reforms related to price reporting under such arrangements. It mandates the Comptroller General to study the impact of these arrangements on patient access to drugs, patient outcomes, overall health system costs, and costs for patients in federal health care programs. The Secretary of Health and Human Services must issue guidance to state Medicaid agencies on entering into value-based purchasing arrangements with manufacturers for inpatient drugs.
