The Specialty Physicians Advancing Rural Care Act (SPARC Act) amends the Public Health Service Act to create a loan repayment program. The Secretary of Health and Human Services, through the Health Resources and Services Administration, will make payments to specialty medicine physicians and non-physician specialty health care providers for the principal and interest on eligible loans. Eligible loans include those for education in specialty medicine or specialty health care, as well as certain federal student loans.
