Sister City Transparency Act mandates a study on sister city partnerships involving U.S. communities and foreign entities with high corruption.

The Sister City Transparency Act requires the Comptroller General to study sister city partnerships between U.S. communities and foreign entities scoring 45 or less on Transparency International's 2019 Corruption Perceptions Index. The study will assess transparency, economic vulnerabilities, educational impacts, and risks of espionage and coercion. The Comptroller General must submit a report to Congress within nine months, which may include a classified annex if necessary.
