The Handgun Permit to Purchase Act authorizes the Attorney General to award grants to states, local governments, and tribes for implementing and improving handgun purchaser licensing programs. Applicants must have a handgun purchaser licensing law in place, including requirements for applicants to be at least 21 years old, submit to background checks and provide fingerprints and photographs, and reapply for the license every five years. Prohibited individuals cannot obtain a license. Grant funds must be used to improve the licensing program.
