The Worldwide Animal Testing Compliance and Harmonization Act of 2025, also known as the WATCH Act, amends the Public Health Service Act to require foreign laboratories conducting biomedical and behavioral research to undergo quarterly inspections. The Secretary, in consultation with the Director of the National Institutes of Health (NIH), will establish a process for these inspections and designate an authority to conduct them.
