Deliver for Democracy Act requires on-time delivery of periodicals to unlock additional rate authority.
The Deliver for Democracy Act mandates the United States Postal Service to submit an annual report on the progress of on-time delivery performance for periodicals. The Postal Regulatory Commission will not authorize additional rate authority for periodicals unless the USPS achieves a 95% on-time delivery performance or a 2% point increase in performance. The Comptroller General must study alternative pricing schemes for periodicals and report findings to Congress. The act also includes provisions for stakeholder input and the development of a system for generating service performance data.
