Security Sector Governance Compacts Act mandates development of metrics to assess security sector governance in partner countries.

The Security Sector Governance Compacts Act requires the Secretary of State, in coordination with the Secretary of Defense, to develop metrics and indicators to assess the quality of governance in security sectors of partner countries. These metrics, known as the Security Sector Governance Index, will be used to designate countries into tiers based on their governance quality. The act also authorizes the establishment of Security Sector Governance Compacts with tier two and tier three partner countries, which are multi-year plans to provide security sector assistance.
