The No Hostile ONLOOKERS Act prohibits the intelligence community from funding research, development, or technical support at National Laboratories that permit access by assignees or visitors from countries of risk. A waiver can be granted if the head of an intelligence element certifies that the research is not at risk of foreign intelligence collection and provides justification to congressional intelligence committees.
