The IBOGAINE Act seeks to expedite the development and access to psychedelic drugs for treating serious mental illnesses. It amends the Controlled Substances Act to allow rescheduling of ibogaine and similar compounds from Schedule I to Schedule II. The Act establishes a National Health Priority Voucher Pilot Program to incentivize drug development by awarding vouchers for priority review of applications for national health priority products. It also creates a special registration process for physicians to administer eligible investigational drugs under the right-to-try law.
