Prohibits federal funds from going to those buying fiber-optic cable from countries of concern.

The FIREWALL Act prohibits federal funds from being provided to individuals or entities that purchase fiber-optic cable from companies owned by countries of concern, their officials, or entities under their control. The act applies to purchases made 90 days after its enactment. Countries of concern are defined as "covered nations" under section 4872(f) of title 10, United States Code.
