Federal HB944 — Access to Counsel Act amends the Immigration and Nationality Act to ensure individuals detained at ports of entry or during deferred inspection have a meaningful opportunity to consult with counsel. The Secretary of Homeland Security must provide such individuals with the opportunity to consult with counsel and an interested party within one hour of the inspection process and as necessary throughout the inspection. The Act also specifies that lawful permanent residents cannot waive their right to counsel without first being offered the opportunity to seek advice from counsel.
