The Veterans Electronic Trust and Records Authentication Act (VETRA Act) directs the Secretary of Veterans Affairs to implement a pilot program to modernize digital identity proofing and authentication systems. The program aims to replace legacy verification mechanisms with multi-layered, high-assurance digital identity solutions, reduce fraud and improper payments, and improve secure access to digital service platforms for veterans and beneficiaries. The Secretary must select up to three high-volume platforms for the pilot, which must meet specific standards and be commercially available.
