The GUARD Act of 2026 requires the Federal Communications Commission to place certain humanoid and quadruped robotics communications equipment or services on a covered list if an appropriate national security agency determines they pose an unacceptable risk to national security. This applies to equipment or services produced or provided by entities headquartered in, or under the influence of, a country of concern. The Federal Communications Commission must add all such equipment or services to the covered list if no determination is made within a year of the Act's enactment.
