American High-Speed Rail Act amends high-speed rail assistance provisions, authorizes appropriations, and expands eligibility for grants.

The American High-Speed Rail Act amends chapter 261 of title 49, United States Code, to enhance high-speed rail corridor development. It allows the Secretary of Transportation to authorize grants for rail carriers to acquire right-of-way and adjacent real property interests before or during environmental reviews, provided certain conditions are met. The Act also modifies the definition of "higher-speed rail" to include nonhighway ground transportation running on rails or electromagnetic guideways at speeds of 186 miles per hour or more.
