The Offshore Leasing Standards and Accountability Act of 2026 amends the Outer Continental Shelf Lands Act to establish fitness to operate standards for offshore oil and gas operators. The Secretary of the Interior must certify a recipient responsible party as fit to operate based on compliance with environmental and safety laws, financial capacity, and other criteria. The Act also mandates the creation of decommissioning escrow accounts for offshore oil and gas operators to cover the costs of decommissioning oil and gas infrastructure.
