Amends the Internal Revenue Code to clarify the application of the advanced manufacturing investment credit for semiconductor manufacturing.

The Semiconductor Superiority Act amends the Internal Revenue Code to clarify the application of the advanced manufacturing investment credit for semiconductor manufacturing facilities located in outer space. It specifies that qualified property used to transport crew, goods, equipment, material, or supplies in outer space to and from the facility, or not located in outer space, will not fail to be treated as part of the facility. It also excludes rockets or similar launch vehicles from being considered qualified property.
