The BIO-SCALE Act establishes technology maturation facilities for the bioindustrial sector to promote innovation, economic growth, and job creation. The Department of Commerce will establish at least three regional, nonprofit, open access, product-agnostic facilities. These facilities will integrate advanced capabilities, facilitate commercialization activities, and ensure equitable access for public and private entities. The Act authorizes appropriations and includes provisions for intellectual property protections, coordination with other federal agencies, and annual reporting to Congress.
