Amtrak prohibited from using forced arbitration for consumer and civil rights disputes.

The Ending Passenger Rail Forced Arbitration Act prohibits Amtrak from including mandatory arbitration clauses in contracts of carriage for consumer and civil rights disputes. These agreements are invalid and unenforceable. The act defines "civil rights dispute" as a dispute arising from an alleged violation of the Constitution or laws prohibiting discrimination. "Consumer dispute" includes any dispute between Amtrak and customers, including personal injury claims. The act's provisions apply to disputes arising after its enactment.
