Amends the Immigration and Nationality Act to codify the Optional Practical Training program.

The bill amends the Immigration and Nationality Act to codify the Optional Practical Training program. It modifies the definition of a full course of study to include practical training and employment authorization. It extends the practical training period to 48 months for students in science, technology, engineering, or mathematics fields. The Secretary of Homeland Security is authorized to set terms and conditions for this training. Additionally, the bill directs the Secretary to classify nursing as a science, technology, engineering, or mathematics field for the purposes of this program.
