The STOP Act, or Safeguarding The Overall Protection of Minors Act, prohibits any person from knowingly performing, attempting to perform, conspiring to perform, or aiding and abetting the performance of gender transition procedures on minors. Gender transition procedures include hormonal, pharmaceutical, or surgical interventions for gender transition. Violators face civil penalties. The Secretary of Health and Human Services can impose civil monetary penalties of at least $100,000 per violation. The Secretary may also bring a civil action to collect penalties and any accrued interest.
