The Every Dollar Counts Act of 2026 amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to ensure that out-of-pocket expenditures for drugs count towards an individual's deductible and out-of-pocket maximum. This applies to group health plans, health insurance coverage, and federal health care programs. The changes will take effect for plan years beginning on or after January 1, 2027.
